[Opensource] no notification on successful jobs

fyi, just checked in

Previously, jobs that completed successfully notified by e-mail. Now, no e-mail notification is made on success. Failure is still notified by e-mail. If you want notification on success, set the following set up value to "true": isNotifyOnJobSuccess
