I'm currently working with rimuhosting.com

They offer virtual servers (VPS) that act like a dedicated server (you 
get root access and all) but at much less cost.  An important 
consideration for you, Sandra, will be whether the ISP is unfriendly to 
SPAM'ers, because you might find (as I have a couple times already) a 
hosting company that doesn't have a stringent anti-spam policy and as a 
result their whole network becomes blocked.  Your mailing list could be 
blocked from being received by your subscribers simply because some 
other site hosted by the same hosting company is running SPAM.

These anti-spam people are vigilante's, and their anti-spam war has 
been escalating to where they block out whole networks because of one 
rotten apple.  It's a leverage game to try and entice people to leave 
hosting companies that harbor spammers.

The only way I know to find whether a hosting company is 
friendly/unfriendly to spammers is to go to groups.google.com and 
search the relavent spam related usenet groups.  Specifically the ones 
under  news.admin.net-abuse
