Yes, I'm interested in ISP ratings, and think that it is quite relevant to the list.
Jason Hunter hosts one discussion of ISPs at http://servlets.com/isps/servlet/ISPViewAll
There are many 'ISP reviews' out there, but I'm worried that they are moderated by folks who want to get revenue from referrals--that they are biased.
You could also consider moving to SourceForge or Savannah, where hosting is free. You can pick and choose the services used there. E.g., just the mailing list and CVS service, for example, could be used, and supplemented by running the expresso webapp elsewhere.
