[Opensource] job finishing email--only failures?

Jobs currently finish by sending an email in both failure and success cases.  I'd prefer that only failures get sent, especially for cron jobs that run every day.

I'd like to add a Setup value, MailOnJobSuccess, which determines this.  Default = false.

What do you think?
