Any log4j not initialization error is often because some logger tries to 
write before it's set up.  However, as soon as the logger gets set up, 
things start working ok.

Now, the problem is specifically tiles and specifically:

Error at (8, 91)

You might want to pull that file up and see if there's invalid XML 
there.  Check with a validating editor if you can get a hold of one.

That's place #1 to look.  Let us know if that doesn't help.
