Hi Larry,

It depend on application type. In some applications it's good and in some it's bad.

In some applications, I implemented this modi(Hide) behavior...But Users are Confused.

For example, 
If user don't have permission to "Delete", Then I displayed only save button, But, User got confused and
opened a issue(Bug report) in "issue tracking system".

Then we went to the application users and asked "how they want to see"..

Lot of application users responded that, "Grayed out fields".

In that way user know that, He don't have permission to delete. If he wants to delete, He can request additional privileges
or he can take his supervisor permission.

I don't know how to grayed out the some items in pull down menu, But by using JavaScript you can
display alert message when some items selected...like "Not Available...etc"

I have heard experts recommend that it is best not to show options that a user cannot access, so if the items are unavailable because of the user identity, consider removing them entirely.
