[Opensource] ExpressoSchema and its lack of a populateSchemaData() method

Is there any reason why the ExpressoSchema does NOT use the method populateSchemaData()?

It is my understanding that this method is called when you check the

"Populate Tables With Default Data" check box on the setup page.
