I don't know that other tool, but someone pointed me to 
http://java2html.org/ the other day, and it looks fabulous for what 
you're wanting to do Michael.

Here's an example of what it does:

And, yes, there are Frames there, and this is one of the few types of 
frame use I like.  Bookmarking a specific file in it doesn't work 
though.
