I believe that's the consensus, yes :)

I think, then at this point making the management pages tiles based, and 
making sure that we have proper 'back' arrows for each page so while in a 
controller that we don't want Tiles to be using (such as DBMaint), we can 
find our way back to the admin page.

By doing this it basically takes care of both my quibbles that were 
actually 'pro-frame'.

Kris or anybody else.... if you'd like to rework the main pages into a 
tiles format, or a jsp:include format I'm certainly +1 for that.  If it's 
only up to me, it won't happen until 5.2...
