[Opensource] Message Bundle - Question

How does one manage the MessageBundle files that are used in expresso
internationalization? Is there a translator interface to add/delete & modify
translatable text?
   Does a modification require a server restart? Are the files loaded into
   memory or retrieved as needed?

Currently we have a web environment with translator interface that stores
translatable text strings in an oracle db. It allows translators with a certain
role to manage the translations on-line. Similar to expresso
internationalization, it uses keys to retrieve the appropriate language string.
Is there an equivalent in expresso?
