I not a tile expert, but could the current Jsp's be modified so that the
"content" become tiles and the "structure" remains as a Jsp to wrap the
tiled content?

Then that would give everyone the choice of using the Jsp (with the embedded
tile) or just the tile itself?  But perhaps it would be a real pain to
maintain both.
