[Opensource] best practices for adding records to the security roles tables?

I'm facing a server migration soon, and started wondering about the best
practice for adding entries into USERROLES and CONTROLLERSECURITY. I'm
guessing that adding records in your schema using the populateSchemaData()
method would be best, but it seems that no expresso schema's are using
populateSchemaData() and am wondering if there are any better ideas out
there.
