[Opensource] Future expresso development - support for released stable versions?

I'm wondering about an issue that I've had with expresso development - after
4.1 stable is release, will bug fixes be released in following point
versions that are fully compatible with the original release? This has been
a major concern of mine with 4.02 - many, many bug fixes have made it into
the 4.1 version which are not available to users of 4.02 without both
upgrading to an unstable version as well as having to go through a painful
testing procedure for changes in the platform.
This bring up another possibility which I have seen in Scarab (opensource
helpdesk). In each new release, they include a sql script which will make
the appropriate modifications to the tables and framework data. Any plans of
something similar for expresso releases?
