Yes, you are correct that Expresso Enterprise is not free. It is an
extension to the Expresso Framework 5.0x. 

Expresso Enterprise components will sell for $1995 incl source. A beta
program will be released shortly for $799 with the formal announcement
of the webservices component which is now completed.
