Hi Larry,

Thanks for reminding me.  The onsite DTD is out of place.  I'm still 
planning on calling it expresso-config_4_0.dtd for now since it is 
completely backwards compatible with the older things... cheeky, yes, but 
no changes in code to get it updated :).

For 5.1 I'll have a separate DTD.
