[Opensource] Caveat with @deprecated constructor

seems like the right path to me.  

for comparison, here's a sample rule for deprecation http://jakarta.apache.org/turbine/maven/deprecation.html

which specifies one major dot release delay between deprecation (we'd have to look back in the log to see when the deprecation occurred) and removal.
