I think the problem is the following:
Cvs is looking for your home directory. No problem with Unix because
there is the concept of a home. With Windows it's not so clear. So you
should set a env. Variable HOME=c:\myhome.
Cvs will use it normally to store the .cvspass there. It has the
encrypted password of your cvs login there, so that the next time you
use cvs you don't have to login explic. anymore

I am using cvs-1.11.2 from
http://www.cvshome.org/.
I am running this from the command line on a Windows ME
with 256Meg of memory. I have 23Gig of free disk space.
CVS EXE 630,784 05-06-02 2:03p cvs.exe
is the executeable size and timestamp.
