These are guesses off the top of my head:

1 - Check to make sure that the expresso-config.dtd IS indeed in:
WEB-INF/classes/com/jcorporate/expresso/core

2 - You possibly have a Xerces conflict running around that is getting 
masked.  If you can make sure that the Xerces that comes with Expresso is 
getting used, you will be able to save yourself a lot of grief.  For the 
record, people have reported success overriding the Xerces version that 
comes with their app servers even though at times the app server vendor 
said not to.

If you're still having problems, what JDK and OS are you using?
