Mark,

I did a search of the main project directory on my drive and never found 
any struts related dtd's.  I also checked the jar file that was in the 
library directory and couldn't find anything that looked out of place.  For 
all the main config files we even point to the jakarta site. [Of course, 
digester will resolve to the jar file]...... so any chance you can 
double-check and tell me where you're picking up this weird 
struts-config1_0.dtd???
