Mike,
Certainly, the <action> attributes that have been removed (namely forward,
include, parameter) are all optional, and shouldn't affect existing Expresso
apps (indeed the contrary may be true - some Expresso 4.02 apps may have
made use of these and will no longer work under 4.1 :-) ). As for the
changes to the <data-source> element, this is slightly worrying, as the
Expresso 4.1ea3 version reverts to a format that is deprecated in the
current struts version! Is it possible that an old version of the dtd has
found it's way into the 4.1 distribution by mistake?

Malcom,
I actually can't tell you, since Mike N. was the main author of the
Expresso integration. (I seem to be saying this a lot today :) )
Tell me, (since I haven't stopped to look at the Struts DTD) does having
those items included in the action element mess up the current
compatability implementation? ex: are any of them required attributes and
thus would force all Expresso writers to rewrite their app xml files?
If not, I can certainly include it for your use in the final release of 4.1
